FY2024 NAP Round 1 Application Cycle—The Neighborhood Assistance Program (NAP) Round 1 application cycle opened March 20, 2023, with applications due April 26, 2023. The program will provide assistance to community-based organizations that enables them to implement community or neighborhood projects in the areas of community service, education, crime prevention, job training and physical revitalization. Information on the FY2023 awards can be downloaded here. Application Deadline: April 26
Neighborhood Transformation Grants - City of St. Louis (REVISED NOFA)— The St. Louis Community Development Administration is seeking project proposals in Qualified Census Tracts and Economic Justice Index areas in the city. Non-profit organizations - especially Community Development Corporations and neighborhood associations - are encouraged to submit a wide range of proposals like gardens and parks on vacant land, construction projects, hiring staff, back office support, minor to medium home renovations, home repairs, and more. The $20,250,000 of grant funding comes from State & Local Fiscal Relief Funds, a part of the American Rescue Plan. Proposal Deadline: May 15
Cell Towers Grant Program (DRAFT GUIDELINES AVAILABLE)— The Cell Towers Grant Program draft guidelines are available for review. A survey was available for public comment until April 1, 2023. Applications are expected to open May 1, 2023 and close July 1, 2023. Application Deadline: July 1
Future Energy Jobs Act Multi-Cultural Jobs Program — The Multi-Cultural Jobs Programs supports community-based, diversity focused organizations that strive to provide participants with development, economic or career-related opportunities within the clean energy sector. Grants will support services the Economic Development Regions that are environmental justice communities and/or underrepresented populations living in communities that are eligible to receive workforce services. Application Deadline: May 1
Back to Business (B2B) Grants for Creative Arts, Hotels & Restaurants (NOW OPEN)— Eligible restaurants, hotels and creative arts businesses are eligible to apply for $175 million in available grant funding as part of efforts to support ongoing recovery in hard-hit industries. All applicants will receive a grant as long as they meet eligibility requirements, submit proper documentation and attestations required by the program. Application Deadline: May 10
SBIR/STTR Phase I Matching Program — The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) are competitive federal grant programs that provide funding opportunities for small businesses to perform research and development on technology of interest to federal agencies. Both projects provide funding to explore the potential of high-tech products and encourage commercialization of those products. This program would provide a state match to companies that have received awards through the SBIR and STTR grant programs. Application Deadline: June 30
Illinois Meat & Poultry Supply Chain Capital Grant Program— The State of Illinois and DCEO recently announced a new $6 million capital grant program designed to strengthen the meat and poultry supply chain. Companies are eligible for grants of $250,000 to $1.5 million. Through the program, companies can receive funding for the construction of a new facility, expanding or renovating existing facilities, and modernizing processing and manufacturing equipment. Application Deadline: Rolling
CDBG Economic Development Program — The program assists Illinois communities that do not receive a HUD direct entitlement allocation with meeting their greatest economic and community development needs. Local governments may request a maximum of $1,000,000 for gap financing to assist businesses with locating or expanding in the community. Application Deadline: Rolling
CDBG Disaster Response Program — This program is designed for communities experiencing an imminent and urgent threat to public health and safety, as indicated by a disaster declaration by the Governor of the State of Illinois. Application Deadline: Rolling
Connect Illinois Broadband Grant Program — Support broadband deployment to expand and strengthen existing broadband network infrastructure, health information technology, telemedicine, distance learning, and public safety. Application Deadline: Rolling
Business Attraction Prime Sites — Large-scale capital investment projects that commit significant job creation for Illinois residents as they relocate or expand operations within Illinois. Grants may include infrastructure and capital equipment purchases. Application Deadline: Rolling

Tech Hubs (FACT SHEET NOW AVAILABLE) — The U.S. Department of Commerce’s Economic Development Administration (EDA) is sharing an expanded fact sheet for the Tech Hubs program. Designed to help those interested in applying for the upcoming funding opportunity, the fact sheet outlines applicant eligibility requirements, timelines, and other program details.
EECBG Program Formula Grant — A variety of programs for eligible state, local, and Tribal governments that will fund projects and programs designed to cut carbon emissions, improve energy efficiency, and reduce energy use. Application Deadline: April 28
Regional Food System Partnerships— The RFSP supports partnerships that connect public and private resources to plan and develop local or regional food systems. The RFSP focuses on building and strengthening local or regional food economy viability and resilience, and this includes pandemic response and recovery. Applicants will work with their partners to catalyze the development of local or regional food systems. Application Deadline: May 2
Large Wind Turbine Materials and Manufacturing — This funding announcement has been issued by the Office of Energy Efficiency and Renewable Energy (EERE) on behalf of the Advanced Materials and Manufacturing Technologies Office (AMMTO). Application Deadline: May 9
Bipartisan InfrastructureLawAdvancedEnergy Manufacturingand Recycling Grant Program — This program will support projects by small- and medium-sized manufacturing firms to establish new or re-equip or expand existing industrial facilities in eligible energy communities to produce or recycle advanced energy property. Application Deadline: June 8
CleanEnergy to Communities Program — C2C connects local governments, tribes, electric utilities, and community-based organizations with national laboratory experts and customized, cutting-edge analysis to achieve clean energy systems that are reflective of local and regional priorities. Application Deadline: Rolling
EDA EconomicDevelopment RNTA — Designed to leverage existing regional assets and support the implementation of economic development strategies that advance new ideas and creative approaches to advance economic prosperity in distressed communities. Application Deadline: Rolling

Governor Parson Announces $30 Million in Funding to Support Tourism Industry Recovery Statewide - The Department of Economic Development (DED) announced that it has awarded a total of $30 million through the Local Tourism Asset Development Grant Program for 26 projects across the state. The program, funded through the American Rescue Plan Act (ARPA), is focused on supporting projects that further the recovery of the tourism, travel, and hospitality industries. Several projects in the St. Louis metro were awarded grants:

Governor Parson Announces Over $6.3 Million in Grants to Missouri Law Enforcement, Fire Service, and EMS Providers - Governor Parson announced that the MO Department of Public Safety has approved 428 grants totaling over $6.3 million to law enforcement, fire service, and EMS providers across the state for new equipment, supplies, personnel, and training. Grant funded equipment includes patrol vehicles, mobile data terminals, firefighter turnout gear, extrication equipment, cardiac monitors, and emergency communications radios. St. Louis Business Journal: St. Louis offers developers millions in 'neighborhood transformation,' other grants aimed at needy areas. “Officials in the city of St. Louis are looking for unique community development ideas from nonprofit organizations as part of $20.25 million in “neighborhood transformation” grants to be awarded from federal pandemic funds. The push is part of the first wave of a key city agency's processing of tens of millions of federal dollars, aimed at improving neighborhoods amid a continued exodus of residents.”
KMOV4: Summer road construction season is underway. “Last month, St. Louis Mayor Tishaura Jones signed the Safer Streets bill. The measure dedicates $40 million in American Rescue Plan Act (ARPA) funds to improve road and pedestrian safety.”
LINCOLN COUNTY
Lincoln News Now: Lincoln County sheriff’s office receives grant for jail improvements. “On April 3, the Lincoln County jail received $95,750 as part of a $9.9 million grant to 43 sheriff’s offices across the state for security and other improvements. Eligible grant expenditures are maintenance and improvement projects. The grants require a local match of 50%. For example, if the total cost of a project is $40,000, the local recipient would be responsible for $20,000 and the ARPA share of the grant would be $20,000. Local ARPA grant funds may be utilized for the local match. In-kind matches may be retroactive to March 2020.”
MADISON COUNTY
The Edwardsville Intelligencer: Madison County weighing Wood River Facility options. “Madison County officials are starting to take a serious look at options for its Wood River Facility, located at 101 E. Edwardsville Road. Madison County Administrator Dave Tanzyus said there is some ARPA funding available for the studies.”
